DOTA 2 SPELL CAST BUG!!!

hi, I used to play dota 2 for a year now, but few days ago I bought a new pc, I did a backup of dota 2 and restored it on my new pc, everything is fine beside 1 thing, whenever I want to cast a spell or item that require a target or a point location there is a 2 seconds block from the moment I press the spell and the moment I can press the target or the location, its not ping or packet loss related because it happens even playing with bots! And I can't play dota because of this annoying bug, its not my pc too because I have a core i5 2.2GHz 8 GB ram an Nvidia GT840m 4GB vga!

eg: when I want to use hook with pudge I press Q, then wherever I press to release the hook there is a sound like the spell is blocked, after the 2 seconds pass after pressing Q when I press the right click the hook is released normally, I tried several heroes earthshaker, lina.... all have the same problem

even if I want to force staff or blink there is the same bug, double clicking to self cast works flawlessly, yet trying to use the force staff on a other hero or trying to select a location to blink dagger requires a 2s waiting time!

P.S.: I did check integrity of files and tried to reinstall dota 2, BUG stays, feeling cursed

This is the solution. Just change the touch pad tap settings to "High sensitivity" and the delay will disappear.
