Meaning, if the base chance is like 1% to get a booster drop, even if you have +100% chance from your steam level that would only mean 2%.
Also, like above, only if badges are crafted booster packs get created.
there is not a 0.1% chance. the chance for booster drop is completely unknown and it is variable, since it is based on per games eligable player base. and you only can use any chance calculation IF someone is crafting badges.
if you have a saturated playerbase, like 1million people, everyone is eligable, nobody crafts badges for the game anymore, this is not an 0.1% chance anymore, this is zero. unlikely to happen but we already have such games that are trending in that direction.
also how many boosters in X time is not really based on chance predicting math, it is a simple cooldown. the system simply prevents you from getting any booster for X amount of time.

no he doesn't receive a booster pack every second.
@ level 80 this cooldown should be 7 days, but that doen't mean you get a drop every 7 days if you are only in crappy drawpools.
That means at every 5 levels you get 100% extra. That is 0.1%. So, at every 5 levels you get an extra 0.1%.
At every 50 levels, you get an extra 1%.
At every 500 levels you get an extra 10%.
At every 5,000 levels you get an extra 100%.
So there you go: having a starting point of 0.1%, you need to be level 4995 to gain an extra 99.9% and reach 100% chance of dropping.
Of course, this is just the math exercise assuming the premises were true. But as pointed out by others, booster pack drops don't work this way.
