Wait an hour or two and try again then.
The other guy got codes but the codes didn't work. This is different, waiting won't help here probably.
If you don't get a text then something is wrong with the number probably or the country code.
Try sending sms to your phone to make sure it is working.
Maybe ask your brother for help and see if he did something differently.

Look under mobile numbers.
If you are unsure what number someone must use to send a text to you from USA then you should ask your phone company. It seems the number system is not what you think it is.
maybe your brother and your friend just had the correct number for inbound calls.
For example, to call mobile number
(223) (15) (123-4567) // areacode prefix number // prefix = 15
(in Mar del Plata) from outside Argentina, the dialling sequence is:
(+54) (9) (223) (123-4567) // countrycode prefix areacode number // prefix = 9
change your number for requesting the 2 factor sms based on this pattern.
comparing numbers with your friend might also help detecting problems with the number you are using. there is not much else we can do, getting local help would be probably a better solution.
