FFL2and3rocks is right 'Game details' need to be public and 'Always keep my total playtime private even if users can see my game details.' needs to be unticked.
This is the link I use is below. Of course change the USERNAME to your own.

1. in order to send gifts, you need to be friends now anyway. so just add each other as friends and you will have easy access to the profiles.
2. to access the wishlist of someone, their profile privacy has to be not private.
3. the games details privacy has to be also not private. profile privacy directly enforces the level of privacy for this. you can not have a private profile and friends-only/public game details etc. this is simply not possible.
4. link to wishlist is always under the recent activity area.
4.1. the game details privacy setting "Always keep my total playtime.." completely hides this area
4.2. 2nd way: click on right handside menu games then wishlist at the top.
4.3. and you can always go on your own wishlist and rightclick -> copy page url and paste the link in their chat to share your wishlist. (the direct link does not circumvent privacy settings)
gifting remarks:
1. you can only gifts people on your friendslist.
2. if sender and receipient live in different countries, chances are decent that they use other currencies on Steam. regional pricing is a thing so it is completely normal that you do not pay the same amount. prices differ by over 100%.
more then 10% difference and gifting of a product will not be possible.
this is completely product dependent, each dev/pub/owner of a products sets the prices for each currency. one game might work, another won't.
They would just be paying, all administration is done on the requesters account.
You'd still need to create SOME sort of account though. In the case of disputes, problems, queries or clawedback funds, they'd need some sort of contact method and more than just a single email address.
(And lets not get into the whole privacy issue of if you have all the admin on the receivers account.... storing YOUR credit card details on MY account!)
Four years on, they haven't made sharing wishlists any easier.
The privacy and credit card storage and enabling privacy on your profile then enabling in the game... WTF. Just take the money. Make 10 warnings that confirm before payment sent for no refunds.
At least add an option for easy Wishlist peek from a link with prices so my wife, brother, mom or dad can purchase some gift cards near the price without them having to create an account... I rather just added steam gift card to my online Wishlist.
