Unlike regular cards, you can only make a level 1 badge from them as opposed to regular cards where there are 5 badge levels.
Every game that has trading cards has regular cards and foil cards.
Foil cards generally cost more in the market as they are rarer.
If you click on my profile then go to where it says "badge collector" you will see some of the badges that I have. Note on the CSGO foil badge there is no "level" like the others.
Incorrect. Foil badges yield more trade in gem value but are ALL 100xp.
I recently traded in a foil card that yielded 320 gems.
they are randomly with low chance in booster packs and they can also randomly drop with low chance while you getting your normal card drops.

The chances are further adjusted (increased) based on how many badges for a particular game are created in the Steam world.
Your chances of receiving a foil card go up only in a round about way that more booster packs are created and each card in the booster pack has a 1% chance. There is no known means to increase the 1% chance.
I meant booster pack for the whole post but failed to clarify.
with level 100 that should be around 5 days.
