Steam doesn't notify me when a friend starts a game

As in title. Globally I've set it so that Steam doesn't notify me when a friend comes online or starts a game. For select friends, I've right clicked, gone to notification options, and asked Steam to alert me when they come online or start a game. I receive notifications when they come online but none when they start a game. Bug fix?

No, this is not what I want. I do not want Steam to give me notifications when anybody joins a game, only specific friends.

For those friends, I've right clicked on them individually, gone to Notification settings, and checked the boxes as above. Only the online notification works. This is a bug.

I have.
Turned off All Friends notifications in the Settings Menu, then tried to Set specific friends' notifications manually.
Doesn't work. Once I Turn on the settings in the Settings menu again, it works. Confirmed a Bug.
