look maybe you get it the wrong way here, ask your ISP, we other cant help you with that, or do you accepts such company or maybe no other choise for you in that area.
deal with you own ISP company or find a better. its that simple. or live with what they are doing to you.
just so you get it i think people are way to nice with you. most people in the world will not be gentle as there are here.
let me refresh that do you paid for that , try ask that isp maybe they should pay you for lack of service, let see if you get that, and what i try to push you. ( such company will not live long in my country )
throttle network and not have the bandwide, is doomed company in most contrys. they are sub contractor that live on other ISP lines.

Odd that you have still not given a valid reason why you cannot contact T-Mobile and get an answer to your question whilst attempting to shift the conversation.
