How can I tell if my account is a limited access account?

I've been trying to add a friend and the option is there, but when I search for his name, it doesn't come up. The same thing happens when he looks up mine (name not found). I thought maybe it was due to me having a limited access account, but I've spent the required money to have a normal account. Any thoughts?

You have a Steam Level 1, which means you are not limited because limited accounts have the level locked to 0.

<isLimitedAccount>0</isLimitedAccount>

If your account were limited, there'd be a 1 instead of a 0.
