you never can self-unlock an account, you always need steam support for that anyway.
Steam's account locking tool allows the owner of an account to protect it from unauthorized actions if they suspect the account has been compromised. More information can be found here: Account Locking Tool
How to remove these restrictions:
Contact Steam Support and a support agent will verify that you are the owner of the account and restore full access to you. When submitting this message to Steam Support, please make sure that you include the account's login name and appropriate valid proof of ownership.
While waiting for support to review your request and to prevent a malicious user from stealing the account again, please ensure that your computer and email accounts are secure: Account Security Recommendations
For your security, the following features will be unavailable until Steam Support removes this lock:
Purchasing, gifting, trading, CD-Key activation, playing on VAC enabled game servers, and Steam Community access have all been disabled.
Still locked, But I got the email verification that I unlocked it
The self-lock on this account has been removed
The following features have been unlocked: purchasing, changing password, changing email, and playing on VAC enabled servers.
Trading and the Community Market will continue to be restricted for seven days. If your account has not had any activity for more than two months, these restrictions will apply for 30 days.
If changing your password was not a part of recovering access to your account, you should do that now.
Change your password
Add a phone number to your account to make account recovery easier in the future.
It replied:
To recover an account without the assistance of Steam Support, please follow the instructions provided here: https://help.steampowered.com/#HelpWithLogin
If your account is locked or you are not able to recover it yourself, ensure you have provided adequate proof of ownership: https://support.steampowered.com/kb_article.php?ref=2268-EAFZ-9762
We thank you for your patience, and will help as soon as possible.
Well it doesnt help me unlock my account, any suggestions? Thanks
So yes, OP is actually able to unlock his own account, seeing that failed for whatever reason, the outcome remains the same that he has to contact Steam Support.
