Items will be restored only if the trade was completed using the Steam Trading Interface. Items exchanged in separate trades are not eligible for restoration.

Hover your mouse over the gift and read the description. Make sure there are no region restrictions listed.

Make sure the game is actually in the offer, and it doesn't say something like "You will be gifted CS:GO after this trade is complete".
