Try booting your PC into safe mode WITH NETWORKING and go to the store after logging in on your account and see if the youtube vids work there, after you are sure you have updated your flash player of course.
I've just installed W7 64bits again last week and for the moment youtube videos work.
One workaround is restarting Steam : you regain control over Store and Community, but as soon as you try to watch a video Steam freezes again.
Second workaround is deleting Steam internet cache, which allows you to watch a first video without problems, then the freeze is back.
as for restarting steam, i've noticed if i just open task manager and end each instance of 'steamwebhelper.exe' fixes it aswell. just dont try to watch any videos again or it'll freeze again.
oh and another thing, the steam support thread about getting flash for 'other browsers' even has a link to it.... yeah, that damn page doesnt exsist, the 'other browsers' selection does *NOT* exsist.
mine was unchecked, i changed the setting and restarted steam like it asked. tested a couple of videos in the steam forums (in steam client) like before and they loaded instantly, can skip to parts of the video playback just fine. TY for the help!
