Skyrim: Failure to launch and Error Code 0xc00000b.
Hello there. I've been having some issues lately with my version of Skyrim.

Let me start from the beginning. I've put 600+ hours in to Skyrim using this Alienware Laptop for the past two years. Specs as follow:

Processor: Intel(R) Core(TM) i7-4700MQ CPU @ 2.40GHz 2.40GHz
RAM: 8.00 GB (7.72 usable)
OS: Windows 8, 64-bit, x64 based processor.
Graphics: NVIDIA GeForce GT 750M.

Over the past couple of days my desire to play returned so of course I launched the game and create a new character. The first thing I found odd was the sudden appearance of lag. After several searches I discovered the issues of micro-stuttering and tearing. The issue I personally had was movement lag. I download several of the fixes, fiddled with my NVIDIA control panel to try and increase game performance to no avail. I eventually found a program posted under a fix in which you would 'unpack' your processors in order to get the most efficient use possible, which worked great actually. My game was playable.

Yesterday, my game was working fine. The only mods I used were SKSE, SkyUI, Sneak Tools and Dark Brotherhood Armor TS edition. These are all mods I've used in the past and run the game flawlessly on but now, today, the game won't work at all. I try to launch via SKSE and it gives me a 0xc00000b error in which the application failed to launch, and I try via the steam launcher where the launcher appears, I click play and it disappears with nothing happening thereafter.

I'm not PC savvy so I don't usually fiddle with settings and the like but I'm wondering if I might have done this to myself.

This is possibly of no import but the issues started soon after I download ESO: Tamriel Unlimited - Imperial Edition and that failed to work, telling me I needed a DLL (which I download and placed effectively to play the game) but have since gotten the same error with. I've since format my Laptop, reinstalled Steam and Skyrim (multiple times) yet I'm still plagued with these issues.

Please. Help me.

since your problem/question is most likely to be related to a game and not with Steam, you should state your issue on the games own board:
