For example, if you would live in India you probably would earn a lot less money as in a European country.
And if you have less money, you can't buy stuff for the same prices so prices get "fitted" for the regions.

Prices for literally everything you buy are not the same globally. They're not even the same in your own country.
Second those game are region locked. They are not if you buy them for yourself. But all gifts are region locked and say so when you check out the gift.
Europe has 2 tiers of prices that the publisher/developer can set. So Valve is well aware of poorer countries in Europe.
Indias middle class has much less purchasing power than people from higher income countries. So it would be stupid to charge more for a country in which most of the population cannot afford to pay triple A prices. Also, because India is a large country with many people having access to the internet, you can make the price cheaper and sell large quantities of the games and make the same if not more profit selling games in India than in western countries like Denmark etc...
As for them not being region locked no clue.Maybe incase people move abroad.
