Also, no one at Valve is going to talk to you about your account in Skype, if that is what you mean.
Can you clarify more what exactly happened ?
Speaking with anyone on skype? scam. Anyone on Discord? Scam.
Either your account is suspended and you get an email and a big red letters on your profile saying so, or your account is being scammed.
REPORT the account telling you these things, because that's never ever going to be legitimate.

Block the scammer who contacted you on Skype. Think about it, Valve has no reason to contact you via third party applications, and how would they even know what your skype account even is since there is no way to link your Steam account to Skype.
Remember that Valve's own support pages tell you they will never contact you outside of the support ticket system. And they will never ask you to pay money to "unlock an account". There is no such thing as "illegal trades", and there is no such thing as a "steam admin".
Follow account recovery steps. Report these people to official Steam support.

Is this a scam or not please help
It's a scam. Skype is not Steam. Block and ignore.
Only scammers need you to stay on the path they try to lead you on.
Leave paths and find your own if needed, to the original.
