Report a translation problem
because ... menu? Is that like the title screen menu of the game or do you mean, like... the top bar in the steam client window?
(Whenever I try clicking on Library or Store for example, the screen is just flashing white)
You get a white flash and then nothing?
or is it just slow... somehow?

I suppose you don't care about the details.
Most people don't have this issue, so I suspect something maybe broken in your client files (or the configs) somewhere.
Hense the simplest way to fix it is with a full refresh of the client. (basically removing (uninstalling) the old one, and reinstalling the client)
but before we go there, since it will likely involve messy things, you could try to fix it by other means. (steam:// flush config command for example)
you could try activating steam beta (see if that helps)
I think some of the vdf files might get corrupt if you try to save anything, but that said you could maybe move your library and reconnect it later I guess.
I did try this yesterday, but there maybe files I didn't remove. Thanks for the help anyway, I'll try it, then get back to you if it works. Thanks!
Do you know how I will be able to delete this folder and see if the Steam app works again.
Check processes and close anything related to Steam
if you still cannot remove the folder, you may need to restart, if that doesn't work
.... then you may need to launch windows without any running services other than those from microsoft (and having all programs at startup disabled)
the easiest way to achieve this is by booting into Safe Mode.
If it still cannot be removed (due to running process error), ....
then you have a bugged folder, very nice. You can remove it if you use a different operating system. e.e;
... Keep in mind its chromium nonsense. It might glitch with other chromium nonsense running (it may glitch due to a browser build on chromium, or discord, or any chromium application)
Keep windows and your video driver updated if possible.
Also since when did the flicker start for you? Is it recently or is it since the beginning?
Go to your Steam install folder, and delete everything except steam.exe and your steamapps folder (where your games reside).
Then run that steam.exe and it will reacquire all the needed files. So if there were any corrupt files there, they get fixed.
If that doesn't fix it then the issue probably is with something else - maybe your Windows install (especially if it's Windows 7) or other.
