You don't need to do anything else.
./steamapps/depotcache/
./steamapps/downloading/
./steamapps/temp/
and sometimes
./steamapps/corrupt/
these folders exist in every library folder path and one library folder might also make use of an other library folders for free space management ( f.e. C:/ library path might make use of D:/ path )
on download issues or free space problems the contents of those directories can be deleted safely but it is recommended to always exit Steam before manually handling files related to Steam
the "clear download cache" function within Steam settings -> downloads might do the same as described above, never investigated what the function really does, killing the files manually is quicker for me.
