That is definitely not enough information to even start trying to identify anything.

Post full specs.

Which game(s)?

Have you updated all your drivers and Windows OS?

Simplest explanation ist you play on a 60hz display and have Vsync turned on, either globally in Windows or in the games. That would then lock your max FPS to the refresh rate of your display, in this case, 60 FPS.

first off we need info on what the PC is so we know where to point you.....NgreedyA GPU you need to go in to NgreedyA control panel and set max performance on global settings and set monitor frame rate defaults to what your monitor's max frame rate is.....on AMD GPU's i have no idea as its been years since i had one....from there it will be on a per-game bases....some games will NOT let you run more then 60 frames as physics of the game is tied to frame rates....this will be older games for the most part but i am saying it do to the fact you dont even list a game.....

example.....

my system

AMD 5700x CPU, on a 570X motherboard, 32gb 3600mhz memory 2X16gb, 750 watt PSU, with a EVGA hybrid 3080 10gb, 2tb M.2 GEN4, 1tb M.2 GEN3 and a bnch of left over SATA SSD drives.....

with this^^^ and a GAME any one would have a idea where to send me in settings or if i had hardware conflicts, like say trying to run the 3080 with a 500 watt PSU.....

AMD, INTEL and NgreedyA all have their own settings options that can mess with games and how they run.....we need to know hardware to get there...plus the games....

you have a 60hz display and vsync enabled within the games settings or your gpu driver or its "tweaking software" enforces it.
if you disable vsync, you will have more fps.

does your monitor support a higher refresh rate than 60 Hz? If not then its probably because your monitor can only render 60 fps. Disable V-sync if its on. Check to see if FPS is capped in the games settings. To check refresh rate go to windows settings > Advanced display settings > 3rd option choose a refresh rate > if there are no options above 60 then your problem is having a bad monitor that cant render above 60 FPS.
