Nowhere does it say that Steam knows what EA account it is linked with.
Don't make up stuff. Only tell us FACTS.
1) It links your Steam account to it, not vice versa.
2) It validates you have the licence/s to play EA game/s on that Steam account.
What is your issue?
Those EA games formerly linked to an old EA account and old email no longer exist when it comes to validation and why it fails, because you cannot add those games to a new account.

1) When you unlink a platform account from your EA Account, you can link it to another EA Account BUT your in-game progress won’t transfer over. That means you’ll permanently lose access to: games and game progress - DLC, expansions, and anything extra you have for your game - memberships and subscriptions - in-game purchases.
If you unlink your platform account and link it back to your original EA Account, you may be able to get your stuff back if you still can access the account.
2) Unlinking risks for Steam players
If you link your Steam account to a different EA Account, any entitlements, like in-game rewards, points, and items, will remain on the EA Account that your Steam account was first linked to.
The reason EA Support cannot see a link is because you deleted your original account and the EA Play app is looking for your old account to validate the licence/s still linked to your Steam account because you never unlinked the original account before deleting it.
My Steam account thinks it is still connected to an account that no longer exists. If I try to connect it to a different EA account, it says it is still connected to my old EA account.
If you're going to be so aggressive for no reason, you can leave.
By making stuff up, you only waste your own time to get a solution. Stick to actual facts if you want help.
The issue is in the original post. I have a new EA account due to having a new email. EA support has confirmed that my Steam account is not connected to any EA accounts. My Steam account still thinks it is connected to my old, deleted, EA account.
I cannot unlink my Steam account from a deleted EA account when it isn't actually linked to it. How can it be linked to a deleted account?
My former EA account was deleted. I know, I was there for it.

It might be a bit more complicated, if there's private information on the screenshot that needs to be MS-Painted over first.
Looks like EA support is as incompetent as ever. And your reading skills could use some work as well.
It's not even the same style or font that Steam uses.
I am dyslexic. And even if the error message is from EA, it is still thinking Steam is connected to a non-existent account.
So, off to EA support you go.
Even a dyslexic would notice the big EA logo on top.
And I was trying to link steam using the EA website, why wouldn't the EA logo be there?
