Anyway, the Steam-generic answer is: games getting trading cards after you've stopped playing them is normal. Game developers aren't obliged to ask everyone who's ever played a game whether they agree to having trading cards added to the game.
Sell your trading cards & be done with it.
https://steamdb.info/app/218620/history/
it is either:
1. you activated a sub to the game that was not a promotion that excluded trading cards.
2. the dev changed an existing sub to no longer exclude them.
you would have to check the subs[steamdb.info] you own for their change history, then you could see that.
or what also could be ...
how accurate is your profile information? you state china as your country, so you should not have native access to the steam community, which would display your inventory. firewall lifted or you used a proxy and you saw your inventory for the first time .. etc.
edit: not china related

anyway...
here is your inventory history:
https://steamcommunity.com/my/inventoryhistory/
there will be stated why you received those cards. saying you played it for 1.5 hours, the reason will be "due do playtime", as 30 minutes is the default drop timer.
but if they are not listed recently, you will probably find them 2 years ago.
if they are listed recently, it is either 1 or 2 mentioned above.
