When starting games from desktop, I have 20s launch delay.
When I start a game (DOTA) using the desktop icon I need to wait 20 sec before launch. (Steam is already working in the background). When I start a game from Steam client it launches right away. I already tried to erase desktop icons, and create them again (in: Steam - game - properties - create desktop shortcut). This didn't happen until the last few days. Does anyone know how to fix this delay?

Launch using steam and not a shortcut, then. It's hardly difficult, steam should be in your tray. click it and click the game, boom done.
well steam shortcuts are web links so they access the internet when you launch them
with the pandemic and ppl staying home internet usage is being restricted so maybe thats why you noticed the delay in past days

may have typed it wrong but its still the same, steam game links on desktop used to be physical links pointing to the exe on your device, but they changed how the shortcuts work with that steam link that looks something like this: steam:run/id or something similiar it has to point to the internet and ask steam for which exe to run based on the id number in the link as thats why you lose your game icons on pc restart since its not stored locally anymore and why there is a delay in using a steam web link rather then using steam itself to launch the exe
more traffic using the web versus dedicated code on your pc

idk since i dont use shortcuts i just launch from steam but i imagine so since valve changed how shortcuts are made, it needs a constant connection for those special "id" links

actually i think i remember seeing posts from ppl on here complaining that they couldnt launch their game via desktop shortcut when they were in offline mode
Steam is a browser. So the "link" addresses the client. Not the internet.

Like a pdf kann be a url in browser but opens something on pc.

true but it still points to the web rather then the "classic links" from steam in 2005 where it actually pointed to exe on hdd and that explains why users couldnt launch a game in offline mode, i remember reading those posts from users in 2017
It would not make sense to ask the internet each time you want to run something on computer.
And even if it was like that, for any weird reason, it should take way less than opening an internet page.

So it is not corona or the internet causing games to start slower

i guess thats why ppl were complaining and stopped using these new shortcuts and went back to launching from steam direct i used to use the old classic links all the time from 2005 - 2011 but stopped when i had problems using them and deleted them asap and just use steam now

make sure your the file extension .url is opened by "Internet Browser" and you have set a default webbrowser set in windows default apps (i assume you use windows). that will fix a lot of issues.

steam:// links do not access the internet. it is a protocol layer for the Steam application.

it is used since 2005, before even the first non-Valve games were released on Steam.

yes steam: links have been around but they werent used for steam shortcuts back then, back then the shortcuts were like any other that pointed to your physical drive location aka C:programfiles/steam/etc.... they made the shortcut change to reflect steam: links sometime in 2011 if i remember which is when ppl started complaining about not be able to open game in offline mode which is why i stopped using them myself

dont how they work today since i havent used a steam link since 2011

Thanks for responds. I tried setting browser and url., didn't help. Thanks anyway. I guess I'll open games using client.

I fixed it with disabling and enabling AMD external events utility service (found that on google) in Start - services. I also enabled and later disabled Steam: Settings- Account - Beta Participation. One of those 2 things helped.
