If that's the case, why do you keep doing it then?
Point is, the issue is the same on every other service. If you activate a key on account A, it gets tied on account A. It's not like I get a "Gift this product to another account" if I redeem a CD-key on Origin for example.
Unless you're saying their customer service allows transferring of games between accounts upon contact?
You can try contacting support if the game hasn't been played or installed, but don't hold your breath on it.
Some time ago they converted all EA accounts to Origin accounts. I had few old games on EA account and rest of them on Origin account and I just simply wrote to Origin help and with no problem all games from the old account was transfered to new Origin account.
i am pretty sure if a game is involved that is not published by ea, they will mostly decline even account merging because it is generally forbidden by law to alter license conditions of the copyright owner. in case of Steam, Valve does not own the copyright for ~7750 of the ~7800 games on Steam.
