So i have a Steam Wallet Gift Card($20) that someone bought me yesterday by mistake and i'm wondering if steam would give me a refund for it. Card is not even scratched off yet

Steam does not sell Steam Wallet Gift Cards/Codes, these are only available on retailers in physical form or on PayPal as digital code and you have to contact the retailer you purchased it from and of course, you need the receipt for that purchase.

Would the retailer even refund it? I mean it was purchased less then 24 hours ago and was never scratched off.
