Help!! problem with restricted area

My friend bought the game in taiwan which want to sand it to me as a present.Than when i try to add the to my library,it said that " This item cannot be added to your library because it is restricted from your country."
But it also said that "This is a restricted gift which can only be redeemed in these countries: Hong Kong, Taiwan！" And I am in Hong Kong now. SO plz help me with this problem

Your friend should have read the warning when he purchased the gift. You cannot play a restricted game when you live in that restricted country.
