How 4 pack works, YOU will get 1 out of 4 by default, as one copy is always for the person buying the pack, you can't change that, there nothing can be done, you will automatically get the 1st copy for yourself, the 3 other copies you have to select three of your friends, to gift to them.
Please note, when you gift to friend, that friend has EXACTLY 30 Days down to the very last minute to claim it, if the friend doesn't claim the gift withing 30 Days, the gift is automatically refunded back to you, you can not prevent this, nor extend it.
If friend wants to refund the friend will not get the money, the refund money goes back stright to you only, there no option to change method of refund to, there no option to transfer Steam wallet funds either, as Steam wallet funds are bound to the account.
If so you should be able to trade them.
everything still existing is legacy and works like it did before.
the one who activates/purchases a multi-pack gets one copy added to their account, the rest goes to Steam inventory as Steam gifts. 4-pack = 3 inventory.

and the 3 days is just for digital wallet cards, not actual Steam gifts
and it is also not 10%, more 10~ish %, also irrelevant for inventory gifts, this is just for direct gift purchases, which multi-packs are not, which is why they are still so problematic. you literally buy multiple copies of a product for ANY use.
also to that ... you do not select anyone on purchase. they will also not get refunded automatically if the gift gets declined for whatever reason and refund policy is 14/2 for all copies combined and everyone has to permit the refund.
the "send gift" button is not trading, that is the function you use when you want to gift it to someone. inventory gifts will become tradable after 30 days, that is also mentioned on the item itself with the exact time.
Work around is gifting them Steam wallet funds, and they buy the game for themselves.
Now for 4 pack that kind of a problem, so you have to figure out how you're gonna gift your three friends.
