Because I've similarly had issue with a couple of games (much older ones) like Shadowman, which was working perfectly the night before, then when I opened it up immediately next day, before doing anything else it just refuses to work with a DirectX error.
I've since tried a whole host of things, including an updated graphics driver, and nothing.
I may be completely barking up the wrong tree, but frankly nothing surprises me with Windows 10 these days.
It is just my PC that does not want to run unreal engine games..
I tried everything I could think of, there must be something trivial I am missing here.
I don't get any error it just writes starting and after 2 seconds stops without any error.
Check to be sure the firewall is allowing exceptions for all Steam games, as well as Steam itself also.

When I install a new game that is not unreal engine, it works though.
What I already tried:
Sadly I can't find any errors in log to start on.
This is a real longshot, I'll admit, but have you tried Googling something like any official Unreal engine forums TODAY? It might be something that other people have also experienced, and they might just be noticing it.
I tried to run the game directly from their exe and not from steam.
There I get an error for each game, seems like the same file but different game every time:
I already checked my antivirus, I even deactivated it, nothing is blocked.
And what about what I asked? Have you Googled the Unreal forums today?
Sorry, yes i did, there were similar problems with other games in the past with the same file like
fortnite-win64-shipping.exe.

I had no updates on my laptop, it was not turned on since last year december.
I tested there with and without updates and it still works.
Some can still leave behind other processes that can still cause issues, even if you uninstall them using normal methods.
For example, McAfee. You have to use a product removal tool for these types, to fully clean them from your system :

Go to msconfig in Windows and look under the startup tab and services tab (Task Manager on W10) and look at what is actually running there.

I am using Kaspersky, never had a problem before and other games I install work normally.
I got Kaspersky on my Laptop as well and there the games work just fine. I will try Dependency Walker on both my PC and my Laptop to check what is maybe missing in DLLs.
Make sure Steam and all games are listed as real-time scan exceptions in ALL security software and firewalls. Security needs to be totally leaving Steam and games alone in real-time scanning.
Run msconfig and look at what is running, as I suggested, please.
After you are sure they are all leaving Steam and games alone in real time, you need to verify the game files for each and every game before playtesting them again :

If you make software changes on your PC, you need to restart the PC to be sure the changes take effect. Then verify the game files and test the games.
If you do anything, verify the game files before trying to play the games to see if what you did helped the issue.
