Report a translation problem
When you make gems out of something with a trade or market restriction, it puts the gems into a different stack so that stack can have its own restriction. but when the restriction expires, it doesn't combine.
The only way to combine them is to trade. You have 3 real options here:
1: Trade with your alternate account if you have one, and then trade back.
2: Trade with a trusted friend who you know will not steal them from you, and get them back.
3: Trade with a random internet stranger for an equal amount of gems and get it all done in one trade.
I happen to keep a bunch of gems in my inventory for this exact purpose.

The big rule is simple here, only send an offer for your gems when requesting an equal number of gems from me. We don't know each other, and should be trading with the understanding that either one of us can just block the other at any point. I do not have enough gems to cover yours, so, if you were to trade with me, we'd have to do multiple trades, but trading for equal amounts of gems each time.
I'd suggest starting by offering your stack of 638, each of your three stacks of 1, and your stack of 278. That should come to 919 if my math is correct. You then request 919 of my gems. After the trade of 919 gems for 919 gems, you can check your inventory again and see if you still have multiple stacks. If so, we'd need to trade your 745 stack for 745 gems.

I'm serious. Do not just send me a trade for all your gems and nothing in return and just expect me to send it back. Never do that. Ever. And run from anyone trying to get you to do that.
The point of the steam trade system is to make that trust unnecessary. You know exactly what you're offering and what you will be getting in return. Treat every trade like it will be your last with that person.
So when you offer me gems in a trade to fix your stack, don't just trust me. Make it so you don't have to trust me. And I don't have to trust you.
This is why I argue to only trade your gems for an equal amount of gems if you decide to send your trade offer to me or someone else you don't personally know. If you're offering me 919 gems across multiple stacks and asking for 919 gems in return, all I can do is either accept or reject, and once that is done you have neither gained nor lost any gems. But if you try and do something foolish like offer me all your gems knowing I can't cover that many and just trusting that it'll come back, well, I personally wouldn't screw you over and prolly would send a counter offer chewing you out for being foolish, but the option to take the profit and run would exist and someone shady could take advantage of it.
You don't need to trust me in a trade. You only need to trust Steam's trade system. Always review your trades carefully before you approve or accept them. Double check them in the authenticator before approving. Make sure you are happy with that trade and treat it like you will never hear from the other person again after accepting.

You also gave 3 options. None were for trading away gems for nothing. #3 was the option I was going for.
