Card Booster Pack chances?
So I've heard that raising your Steam Level increases your odds of gaining Booster Packs when you've exhausted your card drops, but do your chances also increase based on the number of games you've exhausted your card drops?

How can I get a booster pack?
Once you have received all of your card drops, you become eligible for a booster pack, which is a set of 3 trading cards that may include both basic and foil cards. Booster packs are granted randomly to eligible users as more badges are crafted by members of the community. Make sure you log in to Steam each week to maintain eligibility.

Once eligible, your Steam Level increases your rate of receiving a booster pack drop:
Level 10: +20% increase in your drop rate
Level 20: +40% increase in your drop rate
Level 30: +60% increase in your drop rate
Level 40: +80% increase in your drop rate
Level 50: +100% increase in your drop rate (i.e. the rate has doubled)
Etc.

Booster packs are given out when badges are crafted for that game. So having collected all the cards in a number of games should give you a better chance to get a booster pack from some game or another. It won't actually increase the drop rate of boosters in general, though.

each game has its own drawing pool. number of eligable games and level are the 2 main factors for ANY booster drop.

current theory basis:
Per Game -> X people craft Y badges and Z people get booster packs.

X can be anyone, even yourself, so you can generate a boosterdrop for yourself under certain conditions. but in the whole concept, the whole community triggers booster drops.
Y should be a value set by Valve so that they can control the booster drop rate. f.e. every 5 crafted badges, 1 booster drops.
Z people contains a list of eligable people with their included winchance. For easier explanation: If eligable then your name is in that list 5 times and for every 10 levels you get one additional entry. at level 50 you are 10 times in the list, so your chance is doubled.

Global -> User A can receive B boosters in C time (per game D).
A is the user.
B and C should be modified by As level.
D is the same limitation just per game.
it is not pure math, since there are restrictions that prevent you from getting boosters. if you get a boosterpack your chance to receive a booster pack is zero for a level-dependent amount of time. at level 140 this is 89 hours.
