I sound like ♥♥♥♥♥ in steam chat, know how to fix it, but mic settings crash

So whenever I talk I sound like ♥♥♥♥♥, meaning my voice is very low and you can't understand me. I've read other discussions like this, and I found the solution, which is to turn off my sound enhancements in my mic settings, but every time I click my microphone in the settings, I get an error message saying "Windows Shell Common DLL Has Stopped Working"

Any help?

EDIT...It sounds like an OS problem otherwise, so I suggest that you get help on that error here...

Just in case, did you recently change operating systems on that compuer ? (for example, go from previous Windows to Windows 10)

Because if you did, maybe it is driver related. I would suggest that hardware and OS forum again also.
