Family Share
If I share my library and my friend plays a game, does it start the game on my pc, and can he access my PC, or does it only start on his PC and does he not have any access to my PC ?

If you use Family Share with your friend all your games that support Family Share will appear in their library just as their own games.
They can download, install and play them, just like any of their own games.
All of that is on the system of your friend, nothing will be installed or run on your own PC.

family share does not give them access to your pc. you have to log your account into the computer your friend is going to be using to play on to authorize it.

family library sharing gives access to your Steam library.
