Tried looking up for more information and ended up going to Steam web page and seeing same "Access denied" web page.
Surelly steam could not have been down for several days. Did some 1st grade math and got myself VPN. Here I am and problem mitigated.
now... why?
though in wifi and other latency issue, and it end there.
i have seen short distance have way more latency then other line go around the world.
to even explan all the hidden not showed traceRT will give you a clue in this, and even i will not even bother to explan this with normal ppl , its a nighmare to explan,
same as a isp have overcroweded network if fiber or router is down , even network topology change effect this. and now you get it why this is very hard to ID if you dont have all wan line access as ISP has.
so in other word ask own ISP, what up atm. are you have any issue atm that effect my line into steam.
ps.,
and VPN is not a solutions at all. ( this already tell any here, that your region normal traffic is in trouble. ) and isp have high service level prioity then normal traffic, thats why it get though over normal traffic.

I've recently bought a laptop and have my account running on it. i then logged out to play Steam on my home computer and now I can not log in.
I log in and it wants the code sent to my Gmail, I have 5 different emails from Steam providing me with a Steam code all the exact same.
"P5CVJ" This seems like a bug
it will not allow me to authenticate who I am, I need help! I'm not yelling I'm just desperate at this point.

Please exit Steam, restart your computer, and log back into your account. This will generate a new verification email.
Please ensure that you enter the most recent code sent to you - older codes will not work. If the e-mail has not been received, please wait a few minutes for the message to arrive.
If you do not receive the e-mail at all, check and make sure it is not being filtered as spam. Please try adding "support@steampowered.com" and "noreply@steampowered.com" to your contacts or trusted senders list within your email client and re-test the issue.
Also, check to make sure that you are accessing the email address that is registered to your Steam account.

yes, this was my first thought to do. I restarted my PC twice to do this. my PC is my Steam home and the laptop is the secondary device. bothe times I restarted my PC it gave me the code "P5CVJ". it did not accept the code in all attempts. I'm still at a loss.

I understand your concern. No worries, we can try this way.
To change your email address from within the Steam client, follow these instructions:
Click on 'Steam' in the upper left, then select 'Settings' ('Preferences' for the Mac client).
Select Account and "Change Contact Email Address..."
Enter your Steam Account password along with your new email address and click next.
Check your new email account and enter the confirmation code that was sent to you by Steam Support. Do not exit out of the change email dialogue box in Steam until after you have entered this code. Otherwise, your email will not be changed.
Make sure that your email is verified once you have updated your Steam account.

I've done this as well. like I was saying before I think there has to be a bug because I've done these basic tactics before for recovering and logging into my account and it's never given me any trouble. this has to be a bug or something. I just want to relax and play some games. this process of basic things to do is not working. there has to be a way you can override something by sending me a specific email I can respond to so that I can get over this minor but heavy-laden burden of insufficient leisure time for myself.
is there a customer service I can call that can walk me through this as to see that I am not a liar or joking around. or better you can call me and I will take the time to do whatever you want me to do so that I can just play some games.

"if possible" log out and log back into my home computer it would not allow me to do so. the only reason im on my "steam pc app" was becuas i was online on steam on the web and was forced to perches a game to authenticate who the hell i am that way. am im i to expect to do this every time i want to log out and into my steam account? im pissed, your team only gave me basic answers and basic how to to answer my problem. it was like instead of talking to a real person i was sent to an AI or a prompt system that recendnises key words to direct me to fix my problem, "HOT NEWS" i still have the same problem and nothing is fixed if i try to log out on my PC on to my laptop off my laptop and back onto my PC IT WILL NOT WORK. how am i to play wile im at work downtown at "BOLD"here in "Sarasota". what the frik?

have you taken the time to read it to the end? im making a point, it dose not feel great as a costimer to hear from you guys saying the mundain scripted crap. also having a diffrent person to work with every singal time dose not feel heart worming or pc worming. the last part is the imortant part, plese read in full befor making an assumption waisting more of my time. i will paist the preveous message sent below becuas that one is the most descriptave, thank you.

Seems a customer on same cloud service as Steam (or someone at Steam) flagged my IP and it got "bad risk score" and "was associated with the following malicious activity: Scanning Tool".
And was denied access on all their customers services. That included EA games, Oracle and one more I stumbled in Google search. Quite wast customer pool.
We have 3 people on same IP. One normie and two gamers.
After talking to one of them there maybe was something like that involved (games involved). We not tech savy so concept of "Scanning Tool" is pretty loose.
Somewhere someone did not like something other someone did.
Luckly cloud service has tool for looking up IP risk score and contact form to ask for "investigation".
After filling it in it took 9 days to get "bad risk score" removed.
