The account alert opened up behind the main window. That has been a bug for a few months.
As for the alert itself, Valve did something yesterday during maintenance that sent out account alerts to all older VAC/game banned accounts again, regardless of how old the ban was.
Because account alerts now aren't the same ban notices you received back when you were originally banned.
an "account alert" can also be something completely predictable and harmless.
Like a playtest version of a game being removed from your account after release.
