the first bundles they ran, were actually in cooperation with Valve, which setup packages, so that they only required one key to redeem.

Steam keys have a value of: 0
they are generated for free.
so for a dev there no costs in putting a game in a humble bundle, except for minor human labor.
the pricing of video games is arbitrary anyway. even on Steam itself. you pay 35 bucks for a game, someone else in some other country pays 10 bucks for the same game.
it is more a thing of "how much can the customer afford or is willing to pay" and for humble bundles, there is the charity aspect and no one really expects to make big cash money.
that being said, humble is also a key reseller store too since a few years, but they prices there are not much different from Steam.
