I cant buy games for my kid with my steam account (gift)
i have 100$ on my steam account, but every time i try to buy a game for my kid of 12 or for my wife, i get an error.
I already reported to support with no answer.
Is there a way to fix it or asking them to refund my money back?

You can get a refund on wallet funds if you meet the requirements https://store.steampowered.com/steam_refunds/#:~:text=Steam%20Wallet%20Refunds,used%20any%20of%20those%20funds.

You probably have a shadow-restriction on your account where Valve have restricted gift purchases made with the wallet because other users have been selling gifts in exchange for real money. Sadly this has affected innocent users. If you can't secure a refund against the wallet then message Support regardless and see if you do have a purchase restriction in place.

You also may not want to admit your kid is underage as steam requires the age of the person to be at least 13 for legal issues.

That's NOT what the rule says. You must be at least 13 to make *your own* account.

Parents/Guardians can make an account for their children at ANY age.

That's NOT what the rule says. You must be at least 13 to make *your own* account.

Parents/Guardians can make an account for their children at ANY age.
That causes issues with sharing accounts then as that's not allowed.

Making an account like that for family view is intended for minors of legal age and being under 13 is not allowed.

Children under 13 can use Steam. Valve aren't that draconian. There's just age restrictions on account creation.
