Cloud saves appearing on Family Shared account, how??

I have 2 kids and both of them have their own Steam ids (managed by me). I share my Steam library with them via family sharing.

Today on one of those kids accounts I've found that any games we load are loading with my cloud saves. For my other kid, it's behaving normally with his own unique cloud saves.

What's going on with the other account? Why isn't it starting with a fresh save for games he is running for the 1st time, why is it pulling my save from the cloud?

The games we've found this on so far are Death Squared and Sackboy.

In this case yes, however this was the first time ever running both these games on this pc. Logged in as my sons Steam ID, but they both started with my save progress.

There's was no local save file for these games already on this pc. It wad pulled from the cloud on loading.

Use different system accounts. Saves are local to accounts. Same account, same saves.
