How buy myself a gift card or add funds to my balance if the currency is different?

Hey guys, my account region is legitimately set to Ukraine which has lower prices than the country I live in right now (Euro currency). I do not want to change my account region since product prices will go insanely higher. The problem is that I have a PayPal account with USD$ in it and I want to use them so that I do not spend any euros from by bank account of the country that I live in right now. But for some reason I can not add PayPal as a payment method?? I want to pay for stuff in USD, because I have no more Ukrainian hryvnia (currency) left and my Ukrainian cards have already expired.

I have been paying in different currency for slightly less than a year. I was asking about how I can pay with PayPal or just USD somehow? Nice troll link in your profile btw, account deletion page in Japanese. Good thing that I can read and understand Japanese, but who does that, tf?
