if steam think all pc is idle and doing nothing , then they have no clue in how ppl make pc works today, they do many thing hence multicore and task is busy. ( again another way to explan why things can go bad. ) dont forget we as user might know this, not so sure then you are a Client that think im the only thinghy run and im a master of the world, sure i might slap steam here, and thats the point, not so sure user has a fault here then you can reconnect then your pc is not that busy. ( sure you can make delay startup or manual start steam up thern system is idle, and how will you explan this to 1 billion steam user, yeah thats right you get the point here.

and we cant help you, only ppl with the problem can contact steam support and make ticket with it,
you already have determined that it works on your win10 rig, maybe the account-related files on the win11 system are messed up.
do you have an alt account? that would be the easiest way to see if its a account-related thing, again, not with the account but with the files that Steam manages for the account on the system.
otherwise, you can try:
exit Steam
backup then delete .\Steam\userdata folder*
start Steam and login.
see if it still happens, also restart Steam multiple times and confirm it does not happen again.
if that didnt help, while steam is not running, reapply the backup so you can get back to square1.
*the folder contains primarily cache files and some configs. removing some of them may cause inconsistencies and f.e. may invoke cloud sync errors where you have to pick which save files to use
Dont forget i can do that in win10, and that will not help you on win11 other then we can see a little clue, pc is busy then things get timeout. or as coder say did nor respond in time and DC or as coder say keep alive or connection failed.
i only notice this myslef thanks to 100% CPU core is so in Cancer research, or i will never had noticve it. ( its not even a game issue or steam issue, but yet they get effect by busy pc or CPU's/cores.) reduce my task then it work as it should. ( this just dont explan what is going on at your pc. ) and now you understand how complicate this is, and so hard to proof other then your do same fail with First time connection. ( im sure it work if you wait and system is rdy or idle ) again it require you have skill to make delay start up or manuel start up then system dont do anything.
