Steam Black Screen
Whenever i try to access the store, community, workshop, etc. on the steam desktop app, all I get is a black screen, and it doesn't load.

Any possible fixes?

Clear steam settings webcache

or

Steam flush cmd ( google it and have login pw rdy. ) this is a reset steam to whatever default is now. and clean old outdate cache and what ever it is your client keep point at or have issue with.

any VPN and browser proxy setting, this can lead to outdate page that has change, i dont know if this is relevant to you, but you are not the first user that could have that issue.

this was seen as browser content change and your pc still use outdate, dont forget even ISP did such and maybe some still do. could be relevant depend on ISP had proxy server. ( was a huge thing in the old days, and it could look like this. )

reboot own pc just to be sure its not own pc. cant say if own router matter here, if isp have change DNS but again things matter sometimes. ( most ISP do not change things before weekend ) most have learn not to do that. ( lets say avoid it, if they even have a choise. )

Try toggling the hardware acceleration setting under Steam > Settings > Interface (?), it might help for now. It's better to find the actual fix since this is merely a workaround, but oh well.

That would solve the issue if you use Big Picture mode yeah.
if it isn't in big picture mode, it wouldn't solve it.

It's the steam client itself. They broke it and now you'll have to wait for them to fix it. I'm in the same boat as you.

Tried uninstalling and reinstalling it. Now it gives the error message "Steam Needs to be Online to Update"

My wifi is working fine.

steam in offline mode is not samething as black screen, Black screen dont complain over its connect or not, still mean point at something that outdate , then you get told steam not online then, there is no connection into steam.

its might not seem vital but then you try seperated whats is connected and not then it is.

try go offline or reset netcard or repair connection, again do note it should be working into other local webside, its you that cant get through ISP into steam, if we try debat this, that mean other DNS look up is working, almost same as ipv6 issue segmented network work in pockets, and you cant get past it if your ISP now have ipv6 router and you dont have install its protocoll then you do have been cut off, this is just a example, other thing like DNS issue with ISP DNS server or other DNS mx-record at DNS server screw up again you have to proof this, try google DNS server 8.8.4.4

again reboot own router even and own pc 3 minute after, this is mandatory wait time, you also wait for DNS cache refresh rate, can be more if multi switch at local ISP before it hit Fibre at basement max 12 to 15 minute. ( require network understanding ) if you are not online after 3 minute, thats my point here.

black screen goes both ways still point at wrong content, and test DNS local news. www.CNN.com point is take a page you have not visit, so you know it working i only mention that page because all know what it is. ( no point in say a danish new web page, you cant even read. ) this is to confirm DNS mx record lookup work and its working into own DNS server. and so does your gateway.

ps.
check other Game Online Client,

make steam ticket, either your ISP is doing this or steam have a issue, and i bet steam might want to know, why some cant get into them, i bet its same network area issue,

dont forget steam event sale is over, no one here will say now steam server cant keep up that dont make sense then DL cue and lines into them should be better now.

Forgot old advice, have Friend's laptop or spare pc, so you have or try confirm or avoid own pc mistake, dont care if this is mobil or tablet or other things see it as better then 1 unit that failed and you still dont know if its your pc and why other client and things like that matter and its only into steam, that mean its from ISP and maybe steam in other end issue, if we try to be logic here.

Has anyone else had the problem of "Steam needs to be online to update"?

there is a reson why linux user should, how can i put so all get it, get out, this is same on mac and linux you dont want MS user with things that dont even help or work there.
the OS is a edge that both protect us from others, so few have tecnical skill in all, and most that do that, will make mistake sooner or later, ask any here that know how so many difffrent build and things change is a hell to keep track on.

the reason i say this is not to hammer you down, this is same you dont take the wrong brand car to a diffrent brand mechaniker, im sure there can always be pointers to each other, but point is there need to be a edge and some day you will get it.

then OP mixup diffrent OS, you have now open the door for all system.

and if you knew how many black screen and issue , and most is seen as user own problem and its connection, then i bet you wish you did not do that.

try google Black screen, ( Ca. 6.120.000.000 resultater (0,43 sekunder)  gl with that.
