Tom Clancy properties are licenced to them and because they would have to pay for that licence, it likely won't have enough sales to warrant it.
I could go the VPN route but that's not the right thing to do I don't think.
if you can enable the game to run in full screen, putting the virtual machine in full screen should solve the issue.
but keep in mind that you may need to lower resolution (so that the textures vague out), otherwise it may look pretty weird and old.
I guess if you need a hypervisor you probably run a windows version that is too new.
You could also consider trying linux. Apparently it can run old games quite well.

I might just give it up as a hopeless cause - seems Steam have pretty much every other Clancy game title available EXCEPT this one haha!
