Is Steam a Cloud Service?
I need to reinstall windows 8.1 because I need a fresh computer start. If I have to do this it will uninstall Steam. Will Steam keep my saved data if I do this?

Game saves/settings vary from game to game, not all support cloud storage. Just about everything else (Playtime/achievements) are stored on Valve's servers.

Is there a way to copy the data of a save file so I can put it back when I'm done? I am about halfway complete with a pretty hard achievement on a game and don't want to have to restart it.

Most games put their save files in your Documents folder, but you'll probably want to double check. A quick Google search should turn up the correct location.

provides you with the information where every game stores its savefiles, if someone knew it and edited it in.
