no you can't get banned, you can get banned if you use Steam Achievement Manager during in game
I already tested and no even then while on a VAC secure server.
I'm pretty sure there is at least one developer who gives out GAME bans for cheating on achievements.

No doubt there are some. The only thing I've seen is some dev's locking them all unless they locked them on thier own. (Don't know if these people got any type of warnings tho).

i used it on so many diffrent account with games that have VAC and you dont get banned, u can use achievement manager how you want, there is no ban. BUT! you can get banned if you use achievement manager while in the game, example: while ur in csgo and you launch the steam achievement manager application. but if you just dont do that, than it is easy to use and not bannable.
Currently, I'm looking at it because I would like to get my accomplishments done for the whole Fallout series, but my Fallout: New Vegas has problems with its engine not giving me the achievements if I did something wrong ingame. I just finished all 4 routes possible and I want this to show.

Fallout games don't use VAC anyways. And no, SAM does not cause VAC bans.

You can check the store page of a game to see if it utilizes the VAC system. It is not a widely used system (100 games would be a generous estimate) and single player only games do not utilize it as there is no point in doing so. The reason I say this, is because a VAC ban does not prevent you from accessing a game, it merely prevents you from connecting to VAC enabled servers for that game i.e. multiplayer.

That being said, I'm not sure if using SAM to unlock the achievement will actually grant the items associated with it for this particular game, but I've never tried it and don't have an interest to. I don't know if you're a member of any achievement hunting groups (probably not judging by your post) but something like this would get you ban from such sites.
There are currently around 450 games on steam using Valve's anti-cheat.

That is 100% false, VAC only bans if it detects known game cheats and only when your connecting to a VAC secured server.

SAM is not a game cheat it scans for but if anyone is concerned they could simply use SAM then delete it before going into VAC server.
SAM does not cause VAC bans.

The people who claim it does are either scaremongering or just plain misinformed.
i am still willing to ask if this is legit and is there any bans or not

Game devs can ban you from their respective areas and issue bans in their games, but they can't cause a VAC or Game Ban to show up on your profile.

So i have a question (was talking about this case of SAM with some friends) and my best friend used SAM in TF2 and Killing floor 1 for like 8 or 9 years ago. Should he be afried of maybe one day get banned for hes ''crime''

And by the way, i hope you have a nice day!

Thanks Hotsauce - It's just so confusing than people saying you will get ban/vac for it, and some say you will not

banned, generally no, but you will have to live with the social consequences.
I heard people saying Vac Bans, somewhere.

Probably hyperbole, but I don't know...

Then why are you making claims?

Next time you see someone saying they got VAC banned for SAM, ask them how they know that, because not even Valve will tell anyone what causes a VAC ban. It's just an excuse that cheaters often love to use.

Can you tell me what program or software caused my VAC ban?

No. We do not disclose the cheats that were detected while connected to a VAC-secured server that resulted in a VAC ban. We have detailed records for each VAC ban, however, releasing this information would only benefit cheat developers. The VAC team regularly investigates claims of false VAC bans to increase the effectiveness of Valve Anti-Cheat.
