Your next step is to report the account from their profile and let the real Valve employees deal with it. Don't worry, real Valve employees have access to all of Valve's systems, including chat logs and yes, inventories. There is simply no need for anyone at Valve to ask you to do anything for them.
How often does one get the chance to speak to an "admin" after all. Complain to him about the new chat. Demand, that he gives some cheaters a VAC ban. Or removes the VAC from a friend who "really totally didn't cheat". Tell him to give you back items, that were stolen from you at an earlier point. Cancel his trade offer, then ask him why your mobile authenticator says, that you aren't friends (making him assume, that your inventory has been hijacked and someone else is about to steal the stuff, he wanted to steal).
Tell him, you have most items that are valuable stored on a safe account, but are not sure, if there are dupes among them. You could send them to him to check - if he could just remove the 15 days hold on that account for a moment...
Tell your "friend", that the admin is really angry about his xth false account report this month and now threatens to ban him instead. You try to keep him busy for a few more minutes, but don't know how long you can hold him back, so your "friend" should better send you his items right away, so you can keep them for him to send them to the new account, he will have to create. Of course the "friend" and the "admin" are the same person, so he won't fall for it, but it will be fun to see, how he talks himself out of it while pretending not to know the actual content of the other conversation.

100% fake, don't fall for it. This been happening since last year. Before this they make photoshop images, now it's a gif, or video format to try and trick you.
