Using a VPN to download
Will my steam account get banned if I download a game using a vpn? Currently with the internet I have we can get throttled and using a VPN gets past that. The game is available in my country and all that stuff

Downloading a game you already own? Highly unlikely. Using a VPN to get a cheaper price on a game however, is likely to get you banned,

unlikely. if you purchased it via VPN, then this is a completely different story.

No. More like "account locked".

It would be safer if you used a VPN from your country so you're not looking like you are trying to bypass country restrictions, is the VPN located in your country?

This is what the SSA says:
You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to purchase at pricing not applicable to your geography, or for any other purpose. If you do this, Valve may terminate your access to your Account.

That last part is probably if they find a new thing that a VPN can be abused for on steam.
If you dont abuse it or connect from different countries then you should be fine but they COULD ban you.

I still need to see a single case where someone got his account locked because of using a VPN. It may be written in the Steam TOS but that clause is pretty much illegal/void under most countries flow of information laws.

Using a VPN to buy games from another regions steam store is pretty much the only scenario i could envsion a account suspension for.

Yeah I am not using it to buy games (Didn't even know that was a thing) litterally just to keep the internet up for everyone in the house
