That said, I'm level 63 and if I had to guess I'd say I've spent $50-60 on badges. The higher your level is, the more badges it requires to get to the next level, so when you get around where I am you'll have to craft around 7 badges per level.
As Ogami said, http://steam.tools/cards/#/76561198056137536 is a good tool to use, but it isn't accurate a lot of the time. However, he's wrong about the cost of getting to lvl 70 with the cheapest badges; if you bought the absolute cheapest you could, I imagine you could do it for less than $60. It would be very difficult and take a lot of time, though.
From your level to 70 its 236 badges.
One badge costs 0,3-0,6€ with most of them between 0,4€ and 0,5€.
