Second, regarding your issue, the recipient (most likely your phone) should receive a code via text message. Refer to this picture[drive.google.com] as an example. If there's no text message, just call them first and foremost. Other forms of communication on them besides the phone call are very slow and will sometimes not reply at all.

Here in Britain, we have VISA debit cards. You can buy them preaid (where you charge money into them) or you get them provided by banks.
There's also VISA credit cards.
And that VISA thing is the key here. If it's VISA accredited, it IS a VISA card.
EDIT: Bear in mind that prepaid debit cards, even if VISA, will expire if not used for a certain length of time. Check the card provider's terms and conditions either on the card or website.
