No. after you load your paymaya account you can use it rightaway. As long as you have a Paymaya virtual card

I suggest you don't buy/load Steam Wallet. Steam Wallet is for those who don't have a debit card. Since PayMaya's virtual card is a debit card, there's no point of filling your Steam Wallet anymore.

Steam will tell you that you have insufficient Steam Wallet funds and will ask if you want to fill the remaining amount needed with your chosen payment method in order to purchase the game.

Just make sure you don't put a checkmark on saving your PayMaya credentials to your account since it will ask you for an additional PHP 40 charge. Anyway, the only time you would probably 'buy' Steam Wallet codes is when you plan on giving it to someone.

Second, regarding your issue, the recipient (most likely your phone) should receive a code via text message. Refer to this picture[drive.google.com] as an example. If there's no text message, just call them first and foremost. Other forms of communication on them besides the phone call are very slow and will sometimes not reply at all.

Well since as of now there's no way you can buy steam wallet in paymaya for 1:1 rate, they even have large charge for it, sample for 500 worth SWC you can buy it for 645.

If it's VISA accredited, yes it will work.

Here in Britain, we have VISA debit cards. You can buy them preaid (where you charge money into them) or you get them provided by banks.

There's also VISA credit cards.

And that VISA thing is the key here. If it's VISA accredited, it IS a VISA card.

EDIT: Bear in mind that prepaid debit cards, even if VISA, will expire if not used for a certain length of time. Check the card provider's terms and conditions either on the card or website.
