also, better comparsion, real stock markets, if you are a new registered broker, you are limited to do certain quantities until a trial period is over. even if you do not reach those limits, if you do too much, you instantly have their invenstigation squad on you and most likely you are temporary not permitted to do any transactions. on steam this is like a pre-emptive measurement until your funds are partly verified. 7 days is already luxury, i personally would do 30 days.
simply verify your payment method with steam, then you don't have a market restriction everytime you fill up your wallet. if you dont use a method that is verifyable, then get one. cc/paypal.
Steam has no way to absolutely verify that the funds you added were not fraudulently purchased. Which is why the cooldown exists. CComparing it to buying a new home or car isn't even close, given that you must give REAMS of personal information for he financial team to vet your finances and your identity so you can be hunted down if you default on a payment.

THe cooldown exists so that the original card holder or the card issuer can detect the fraud and reverse it. Generally speaking by the time the 7 day cooldown expires, any bank or card holder would have contested the charges
and you can bet that they have some good reasons for that
