New computer, lost all game progress in all games
So I got a new computer, installed Steam, logged in, downloaded all my games, but it's like I'm starting over in every one. I still have my old PC and if I log in with it, all my game progress is there. Is there an easy way to get my new machine up to speed?

Game save manager is your best bet.

http://pcgamingwiki.com/wiki/Home or http://www.gamesave-manager.com/ to backup the game saves from the old pc and restore it on the new computer.

i recommend the manual way over pcgamingwiki if it is not that many games. every game can have a different location for its save files as there is no industry standard.

games that use the steam cloud, like life is strange, should not have any problems with save files

I've always used GameSave Manager, you can back up your saves to dropbox/onedrive and sync them with other PCs easily.

So. in control panel, there is an option for "Show hidden files/folders". And then in Documents there should appear a "My games" and/or "Saved games" folder. Game saves and information are usually located in there.

They can also be in a localappfolder. So right click the windows icon, select run, type %localappdata% and enter, then there might be some game save folders inside.

If not then search for the game here: http://pcgamingwiki.com/wiki/Home
It should have information on where the game keeps its saves.
