The people who own the artwork have the ability to delete comments posted on them, just like every user can with their profile.

Then it must have been the group leader who deleted it. There isn't much you can do about it too.

Is as just you can delete comments on your own profile. Owner of the artwork/screenshot/workshop entry can also delete comments under the submissions.

As a DeviantArt artist I generally keep all the comments even if critical or negative (if you cannot take critique then you are a bad artist in first place) and I delete only rude or offtopic comments.
Some others may have other preferences though.

You barely have any deleted comments. The earliest one I can find is in a Fan group for Bill Nye the science guy and after that it's all the way back to July before I can find another deleted comment.

Is this really an issue anymore?

Can you not simply add the same comments again ? Just asking...

Also, it got pretty well explained to you above as far as I can tell. Mods have the ability to see deleted comments. He said you hardly have any except the ones he mentioned in his reply to you.

The comment likely wasn't deleted, it just wasn't posted to the database in the first place. Perhaps Steam servers where down for maintenance when you hit that post button.
