I have bought GTA IV complete edition and I get 1 dlc liberty city or something and I didnt get tbogt is IT normal, how to get tbogt?

GTA IV: Complete Edition Includes:

Grand Theft Auto IV and the episodes – The Lost and Damned & The Ballad of Gay Tony.

doesn't have to be a DLC. and stuff like this is usually just a questline later in the game.
