If it's for steam, the your code should have been used (Already activated) , or it should register without any problems. An invalid code usually means your CD key isn't known in steam's database.
From what I have read and learned on ebay some of the sellers there sell you key and some do not email it to you because they may have purchased them under their account in Germany let's say and the Key Code over there is region specific they need to go into your steam account and change a setting.
If you read the link below my friend contacted this seller and purchased a game rom him and it worked for him and uninstalled and re-installed the game a few times and everything has worked out for him.
Why Valve would ever do something like this is beyond me but I really hope they do not because who give's a crap where the person lives when they install the game why not make region free codes.

I remember quite a few threads of people having problems with activating retail copies of Rise of the Tomb Raider in Europe. Seems the publisher messed up some of the code printing.
Normally you could just exchange the game with a new copy at the store you bought it, but since its an import i dont know.
Also , try to look if there is another code somewhere in the case, behind the discs, on the backside of the cover inlay and so on.
A steam key for Rise of the Tomb Raider has this format: XXXXX-XXXXX-XXXXX
Also the retail box has 2 keys inside. A code on some piece of paper which is the registration key for the SquareEnix site and the Steam key on the inside of the DVD cover inlay.
"sealed" aka plastic sheets and heat. just sayin.
