Post your Operating system also. Post if that OS is 32 or 64 bit while you are at it please.
You should not really ever fill up a drive that much. Always leave some free space. Seems that you just need to do exactly that....make some free space on that drive.
How can I start the download without having to actually go to the store and doing it from there?
You seem to need to run some disk cleanup opperations in Windows, unless you have already. Don't use CCleaner for this. Use Windows.

Then go to your Steam library and click on "install" for the game, unless you have files in the temporary downloading folder already there that can be salvaged.
I'm not really sure if I know what I'm talking about, but I think I may have found a solution- Move the game files to a different drive, my C:\ drive where I have more space, start downloading the game, move the game files back and done.

For example, a 10gb game would typically require around 18gb to download and install. This is because steam downloads the compressed files to install the game and then the game is installed.
A rule of thumb is also to always have at least 10% free HDD space, especially on you OS drive as windows uses the HDD to store the pagefile (virtual memory). If it doesn't have the space for that, it can affect performance.
